Dr. Shira Yoffe serves as Senior Policy Advisor for International Programs at the United States Forest Service. She works in international environment and development policy, bringing together US Forest Service expertise with international efforts to address forest landscape restoration, climate change, and other environmental issues. Her technical and policy expertise is in water, climate change impacts and adaptation, forest management, and sustainable development. Dr. Yoffe serves as a lead US negotiator on land use issues in the UN Framework Convention on Climate Change and other multilateral fora. She is also the US representative to the GPFLR Steering Committee. Dr. Yoffe holds a PhD in Geography from Oregon State University, with a specialization in transboundary water resources; an MA in International Relations from the Fletcher School of Law and Diplomacy; and a BA in History, summa cum laude, from the University of Massachusetts.
